Doctor
Velasco, born in Laredo, emigrated to Uruguay where he
became a prestigious surgeon. As was usual of the
Indianos, he invested part of his fortune in building
schools in his hometown, with the aim of offering free
teaching to the youngsters, mainly to the working class.
At present, this building has become the headquarters of
the Summer Courses of the University |
